    Hong Kong confirms 2015 sulphur deadline
     
    Hong Kong has confirmed plans to impose a 0.5% sulphur limit on bunker fuel used by ships at berth in the port from the start of 2015.
     
    Its Environmental Protection Department (EPD) on Friday said it would be submitting proposals to the next session of the region's legislature.
     
    The 0.5% limit will apply to ocean-going ships; for coastal vessels operating within Hong Kong waters the sulphur cap will be lower and will come into force next year.
     
    "For local marine trades, we completed in January 2013 a technical study, which confirmed the technical feasibility of tightening the sulphur content of local marine diesel from 0.5% to 0.05%," said an EPD official quoted by the maritime news provider Platts.
     
    The department plans to submit the legislative proposal for the coastal vessels by the end of this year with the time-table for implementation being early-2014.
     
    It was not clear if this means Hong Kong has dropped controversial plans to introduce a 0.05% sulphur limit for marine gas oil (MGO) supplied in the port.
     
    Hong Kong suffers from periods of severe air pollution and emissions from ships have been identified as one of the major causes.
     
    There are plans for a global sulphur cap for bunker fuel of 0.50% by 2020, although there is pressure on the International Maritime Organization (IMO) to delay implementation to 2025.
     
    Most analysts accept that a sulphur cap of 0.50% effectively rules out the use of intermediate fuel oil (IFO) as a bunker material.
     
    Since 2010, some shipping companies have been voluntarily switching to 0.5% sulphur fuel when entering Hong Kong waters.
