all vessels has to switch to compliant fuel (Sulfur Max 0.5%) within one hour (time allowance) after arrival at berth, vessel may switch back to non-compliant fuel one hour prior to sailing.
Voluntary
0.1% fuel while at berth
0.5% fuel while in Changjiang ECA

The announcement doesn't address to the question of vessels anchoring at anchorage for lightening or for bunkers only call. We will advise more info in due course.
